Voters Roll
Council elections are open to a broader range of people than state elections.
The Voters Roll for local government elections consists of 2 components – the State electoral roll (House of Assembly) and the and the Council Supplementary Roll.
To be eligible to vote, you must be enrolled on the House of Assembly Roll.
If you are on the House of Assembly Roll you will automatically receive a voting pack for the 2026 Local Government elections.
If you voted in the state election in March 2026, you are enrolled to vote and are on the Voters Roll. If you have moved house or changed your name since that time, you must update your details on the House of Assembly Roll. This will ensure you receive your Local Government election ballot pack in the mail.

Subject to your enrolment on the House of Assembly roll, you may also be eligible to enrol on the Council Supplementary roll as a:
- Business owner (in the council area of your business).
- Property owner (in the council area for property other than your residential property).
- Organisation (e.g. body corporates, group owners).
People entitled to be enrolled to vote on the Supplementary Roll include:
Individuals who:
- are a state elector, a ratepayer and a non-resident sole owner of a rateable property and are not already enrolled on the voters roll for the area or ward by virtue of another entitlement
- are a state elector, a ratepayer and a non-resident sole occupier of a rateable property and are not already enrolled on the Voters Roll for the area or ward by virtue of another entitlement.

A body corporate, that is a ratepayer and sole owner or sole occupier of the rateable property with a designated person who is a state elector and who is not already enrolled on the Voters Roll for the area or ward by virtue of another entitlement and is eligible to be the designated person.
Form 2(PDF, 641KB) - business/organisation sole owner or occupier.
A group of persons, who are all ratepayers and joint owners, owners in common, or joint occupiers of the rateable property (for example, a person and their spouse, or a family group occupying non-residential property, or a business partnership) provided that:
- at least one member of the group (whether a natural person or a body corporate designated person) is not on the voters roll as a natural person or body corporate designated person (as above), and
- no member of the group is on the voters roll by virtue of a House of Assembly roll enrolment, or 'resident's declaration' as a resident in respect of the rateable property for which the entitlement to vote is claimed, and
- no member of the group who is a non-owner occupier of the rateable property is a resident of the rateable property.

The Council Supplementary Roll was purged on 1 January 2026, meaning all persons previously enrolled were removed and need to reapply to be enrolled in order to receive a voting pack for the November 2026 Local Government elections.
Enrolment must be completed before 5pm 31 July 2026 to be eligible to vote.
