Capital works projects

In order to ensure that our city is one were people enjoy living, working and taking part in sport and recreational pursuits, millions of dollars are earmarked each year to help maintain and upgrade our city’s infrastructure and facilities.

In 2023-24, we’ve earmarked $30 million for a variety of projects around environment, recreation, transport and buildings.

Projects such as road and footpath upgrades are an important part of where our rate dollars are spent to ensure that motorists, cyclists and pedestrians have safe roads, footpaths and effective traffic management initiatives.

Further funding has been earmarked for stormwater management projects to help keep roads and properties safe from water and flood damage, and funds are also being budgeted for our buildings, reserves, sporting facilities and parks to provide public places and spaces that people want to use.

Environment

  • $350,000 for works such as stormwater upgrades, rain gardens, pump station improvements and replacement of pipes.
  • $250,000 for outfall drain works in Stirling Street, Thebarton.
  • $150,000 for floor repairs to Keswick Creek, Keswick, plus $1.3 million (loan) for various works towards the upgrade of Brown Hill/Keswick Creeks.
  • $650,000 for stormwater upgrade in Packard Street, North Plympton.

Recreation

  • $485,000 for playground upgrades and new playgrounds.
  • $530,000 for reserve upgrades.
  • $260,000 for River Torrens Linear Park projects.
  • $25,000 for share path resealing along the River Torrens and $50,000 for resealing various bikeways in West Torrens.
  • $775,000 for irrigation system upgrades to various reserves.
  • $325,000 for two new tennis courts at Glenlea Tennis Club and minor repairs to Kesmond Reserve tennis courts.
  • $550,000 for upgrade works at Kings Reserve and Thebarton Oval.
  • $125,000 for upgrades and improvements to open space.

Transport

  • $2.4m for road reseals and maintenance.
  • $3.3m for kerb and gutter maintenance.
  • $4.7m for road reconstruction.
  • $1.1m for LED street lighting upgrades across West Torrens.
  • $300,000 for public bus shelters.
  • $430,000 for traffic management in Novar Gardens, Richmond and Hilton.
  • $560,000 for bicycle management schemes.
  • $250,000 for shared pathway lighting and $95,000 for minor street light upgrades.

Footpaths

  • $209,000 for footpath renewal.
  • $61,000 for new footpath construction.
  • $294,000 for footpath remediation.

Land and buildings

  • Upgrade works at Mellor Park, Lockleys - building improvements to the existing community facility - $400,000 of building improvements continuing from 2022/2023.
  • Continuation of Apex Park, West Beach upgrade - $750,000 new funds for 2023/2024 to continue the development of the park, and more than $680,000 of work continuing from 2022/2023.
  • Continuation of Richmond Oval upgrade - to include further development of the site masterplan and a design for a new grandstand and associated sporting/community facilities - continuing with more than $200,000 of masterplan development from 2022/2023.
  • Physical site works at Kesmond Reserve following the approval of the masterplan - $1,960,000 project budget continuing from 2022/2023.
  • Continuing works at Thebarton Theatre - to include the construction of a new entrance and bar area. Grant funding of $4 million has been provided through the Local Government Infrastructure Partnership Program; Council has contributed equal funding of $4 million - $8 million budget continuing from 2022/2023.
  • Continuation of the construction of new clubrooms at Peake Gardens Riverside Tennis Club, Marleston - project continuing from 2022/2023 with a remaining project budget of more than $1,380,000.
  • Installation of new tennis facilities at Western Youth Centre, Cowandilla - project budget of $325,000.
  • New basketball courts at Lindfield Reserve, Novar Gardens and Lockleys Oval, Lockleys - project budget of $90,000.
  • Replacement of Council-owned street lighting in Novar Gardens and Plympton to LED- new project funds for 2023/2024 of $300,000 and remaining project funding from 2022/2023 of more than $300,000.
