Nominations sought for advisory group

Adelaide Football Club (AFC) and the City of West Torrens are seeking to establish a Thebarton Oval Precinct Masterplan Advisory Group (MAG) which will include 4 members of the West Torrens community.

Expressions of interest are now being sought from eligible residents and/or ratepayers to nominate for a position with the Group.

Background

Adelaide Football Club is seeking to develop the Thebarton Oval Precinct (Precinct), which includes Kings Reserve, as its new home ground. The Precinct is classified as ‘Community Land’ and, as such, is owned and managed by Council for the community. The Precinct provides for use and enjoyment by residents, ratepayers, sporting clubs and visitors. It is currently used as a venue for organised sports by clubs and organisations under lease or licence, as well as by the general community.

On 8 November 2022, Council agreed to enter into a Memorandum Of Agreement (MOA) to progress a masterplan for the redevelopment of the Precinct as the Club's new headquarters. This decision was made after Council considered feedback from the local community to grant the Club the option to lease the Precinct for a period of 42 years, with the possibility of extension for another 42 years.

The MOA is not an agreement for the Club to be granted rights to lease the Precinct; it is an agreement for both parties to progress a masterplan for the area, which will be publicly consulted on.

Part of the process for developing the masterplan is to establish a Thebarton Oval Precinct MAG, which will include 4 community members, along with members of Council and the AFC.

Expressions of interest

Expressions of interest from community members to join the Thebarton Oval Precinct MAG are now open. The purpose and objective of Group is to inform the development of an agreed masterplan, including, but not limited to, the following matters:

(a) location and use of new and existing facilities

(b) preservation of heritage and significant items

(c) landscaping and vegetation

(d) noise and light spill

(e) traffic management

(f) car parking

(g) game day (AFLW only) and day to day operations

(h) connections to and through the Precinct

(i) public use, enjoyment, and access to open space and facilities.

The MAG will comprise of:

(a) 3 Elected Members of the City of West Torrens, one being the Mayor

(b) 3 representatives of AFC, nominated by the Chief Executive of AFC

(c) 4 members of the community, appointed by the Council and AFC by mutual agreement and meeting all of the relevant criteria.

(d) 2 officers of Council, nominated by Council's Chief Executive Officer.

In order to be successful in being appointed to a position on the MAG, community members must meet the following criteria:

  • Be a ratepayer or a resident of the West Torrens area for a minimum of 5 years.
  • Demonstrate to the reasonable satisfaction of both the Council and AFC:
    • the experience, network or skills, to broadly represent their community
    • an ability to work with others holding differing opinions and
    • a willingness to equitably and fairly represent the interest of their relevant community group.

Members of the MAG are not entitled to a meeting fee, remuneration or any reimbursements.

The term of the MAG will be from the date of the first meeting after the endorsement of Council to the date the Council determines its position on the masterplan or as otherwise ended by resolution of Council with agreement by AFC.

Applications close 2pm Thursday 22 December 2022.

All applications will be considered by Council and the AFC and a short-list of candidates will be presented to the Elected Council for recommendation to the MAG at the 17 January 2023 meeting. 

All applicants will be advised by Council of the outcome of nominations and this information will also be made publicly available.
